Intranet Team, United Nations High Commissioner for the Refugees

Ernst has been working for UNHCR in Geneva Switzerland for the past 10 years. Prior to that, he worked as a free lance consultant in the web industry.

Recent project include the selection and implementation of a commercial WCMS to support UNHCR intranet and other web initiatives. Another related project was the redesign of UNHCR intranet, both conceptually and visually.

With a background in international relations, Ernst's focus is primarily on the functional side of systems.

The Office of the United Nations High Commissioner for Refugees is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

In more than five decades, the agency has helped an estimated 50 million people restart their lives. Today, a staff of around 6,300 people in more than 110 countries continues to help 32.9 million persons.

Track: State of the Intranet

Intranet redesign - from getting the basics right to facing new challenges

After explaining shortly where the intranet team lies within UNHCR and some of the constraints it faces, Ernst will describe the redesign process that was recently undertaken at UNHCR to redesign a 10 years old, still manually and centrally managed intranet.

This case study will cover the different steps undertaken, from the content inventory and taxonomy definition to the wire framing and final visual design. The process happened in the context of the acquisition of a new Web Content Management System and, although primarily aimed at getting the basics right, introduced a new concept for the intranet.

Ernst will share some of the lessons learned throughout the process and the presentation will conclude with some of the unresolved issues or challenges currently facing the intranet team: the migration of the content to the new platform, the policy and governance model surrounding the intranet in a decentralized model, and the introduction of some "social" flavor.
